I have Windows Server 2019 Essential. I knew this OS support 25 users/50 devices CALs. I have enabled Remote Desktop and User and Group Policy for multiple Remote Desktop sessions. There are working with two concurrent Remote desktop sessions (users). But If I try to connect third Remote Desktop connection with this server, the message said " another user is signed in. if you continue, they'll be disconnected. do you want to sign in anyway.". When I connect this third RDS, first RDS is disconnected.
Remote Desktop disconnects 1st RDP's user when 3rd RDP's user tries to log on the Windows Server 2019 Essentials.

I already done with enable Multiple RDP Sessions like this:

    Enable Multiple RDP Sessions
Log into the server using Remote Desktop.

Open the start screen (press the Windows key) and type gpedit.msc and open it
Go to Computer Configuration > Administrative Templates > Windows Components > Remote Desktop Services > Remote Desktop Session Host > Connections.

Set Restrict Remote Desktop Services user to a single Remote Desktop Services session to Disabled.
Double click Limit number of connections and set the RD Maximum Connections allowed to 999999.

How can I fix these issues?
I want to connect two more concurrent RDS sessions (upto 25 users).

    Thank you.

Windows Server operating systems come with the ability to have two remotes desktop sessions to be used for system administration, not for general users. If you want to offer access for general user applications, you need to install a Remote Desktop Services environment. This includes a RDS licensing service on which are installed the RDS CALs (client access licenses) for the number of users/devices you wish to provide access for.

In order to reach the experts on Windows Essentials, you should post your query to the Windows Essentials forum - https://social.technet.microsoft.com/Forums/en-US/home?forum=ws16essentials

Windows Essentials has enough interface and management differences from Windows Server that it is better to ask the experts in their forum, because what may be the process for Windows Server may not work for Essentials.

    Hello,

RDS environment is not supported in Windows server Essentials as only RD Gateway service is installed and configured, other remote services (including RD session host) are not supported.

So by design, it only allows a maximum of 2 concurrent administrative sessions.

If you want to enable more than 2 concurrent sessions, the proper method is to add a standard server to deploy RDS environment which consists of licensing server, session host and so on.

    Hope above info helps.

    Hi!

When you say, "If you want to enable more than 2concurrentsessions, the proper method is to add a standard server to deploy RDS environment which consists of licensing server, session host and so on." do you mean that if I already have Windows Server 2019 Essentials, and want to have more than 2 sessions active at the same time I will have to purchase the Windows Server 2019 Standard version?

    Thank you!

"if I already have Windows Server 2019 Essentials, and want to have more than 2 sessions active at the same time I will have to purchase the Windows Server 2019 Standard version?"

Yes. The built-in RDS capability of all Microsoft operating systems is there to handle remote system management tasks. On none of Microsoft's operating systems is the capability there to allow access to user applications. Any time you want to provide remote access for user applications, you need to license the environment with the purchase of the proper number of Remote Desktop CALs, either user or device. This also requires the installation of a licensing server. The ability to install these capabilities does not exist on Essentials, so you need to install Standard to get those functions.

Seehttps://www.thomas-krenn.com/en/wiki/Windows_Server_2016_Editions_comparison for a comparison of the capabilities of Essentials and Standard.
